New delay in Western Sahara vote

The United Nations Secretary-General, Kofi Annan, has said the long-delayed referendum on independence for Western Sahara should be postponed again -- until 2002, or even later.

In a report to the Security Council, Mr Annan cited continuing disagreement over voter eligibility, including a large number of outstanding appeals against exclusion from the electoral rolls.

The BBC Morocco correspondent says the latest delay will dismay the independence movement, Polisario, but please the Moroccan king, who gains further time to try to persuade Saharans they will be better off under his rule.

Western Sahara was annexed by Morocco twenty-five years ago.
