The President of the Democratic Republic of Congo, Laurent Kabila, has accused United Nations agencies of helping rebels in the east of the country.
Speaking during a visit to the region of North Kivu, Mr Kabila described organisations such as the UN Children's Fund, UNICEF, as letterboxes for the Mai-Mai rebels.
State radio said Mr Kabila ruled out negotiations with the rebels, and pledeged to wipe out his enemies.
Correspondents say the region, bordering Uganda, Rwanda and Burundi, has been plagued by chronic ethnic unrest for several years.
