Monday, November 16, 1998 Published at 18:15 GMT World: Africa DR Congo rejects South Africa's call for talks with rebels The Democratic Republic of Congo has accused South Africa of providing a haven for rebels fighting the government of President Laurent Kabila. The Congolese Foreign Minister, Jean-Charles Okoto, also said the plot to overthrow Mr Kabila was hatched on South African soil. Speaking after talks in Pretoria with his counterpart, Alfred Nzo, Mr Okoto expressed disappointment that South Africa had been slow to condemn what he called a foreign invasion by troops from Rwanda and Uganda. He also rejected further talks involving South Africa to try to resolve the conflict. The Congolese government has repeatedly rejected talks with the rebels.
