The Home Secretary says he wants to introduce legislation to tighten security for scientists involved in animal experiments. One leading scientist says that action taken so far has not come close to dealing with the problem. The Liberal Democrats say a change in law is not needed and that the erosion of basic civil liberties is a hallmark of this government. An internal European Commission report into the department that is responsible for dealing with fraud says that progress is too slow. The chair of the committee of MEPs looking into fraud in Brussels says the department's funding may be stopped and that the whole affair is bad for the image of the European Commission.
