Setback for peace in DR Congo
Heads of state of the 14 nation Southern Africa Development Community are gathering in Windhoek, Namibia, for their annual summit. But the government of the Democratic Republic of Congo says its leader, Laurent Kabila, will not be attending. As the BBC's Ishbel Matheson reports from Windhoek, his absence is a blow to hopes that this summit could see some progress in bringing an end to the war in the Congo.
