Paraguay ex-army chief arrested
	The authorities in Paraguay say the former Paraguayan army-chief, General Lino Cesar Oviedo, has been arrested in Brazil. He is wanted in Paraguay in connection with the assassination of the vice president, Luis Maria Argana, in 1999. The BBC's Iain Bruce is in Brazil.
