| Despite the best efforts of the governments who have committed themselves to establish universal primary education by the year 2015, the goal has been hard to achieve. The lack of primary education is particularly acute in sub-Saharan Africa. In Zambia, illiteracy is rising and fewer children are going to school. But as Ishbel Matheson reports some local communities have been trying to set up their own schools to teach those who miss out on the state system. |
