Ofsted's annual report for 1999 lists 226 schools which were taken off special measures - no longer judged to be failing to provide a satisfactory education.

"Ofsted is delighted to recognise the very substantial improvement in the schools," says the chief inspector, Chris Woodhead.

Hare Street County Junior School, Harlow. LEA: Essex

When Hare Street was first visited by Ofsted inspectors in 1996 they were critical of a number of aspects of its work:

• pupils' attainment unsatisfactory in English and mathematics and a number of other subjects
• quality of teaching unsatisfactory in 30% of the lessons
• a significant minority of pupils failing to make progress and showing poor attitudes to learning.

"The school does not provide satisfactory value for money," was the conclusion.

Hare Street's headteacher, Joe Adolphe, said the school had implemented a lot of changes very quickly. The staff had not been downhearted to be told they needed to do better.

"We felt that we were on the right path anyway but you don't see the rewards straight away. I think it made the teachers feel, 'Right, let's show them'," he said.

"It's like when you plant something, you do all the digging, the hard work, to start off with then the last bit is the easy bit isn't it, when all the flowers come out.

Parental support

"And the parents were very good, they were very supportive of us and we lost no children whatsoever we actually increased our roll and we're now oversubscribed.

"They kept their faith with us."

There was also little change in the core of eight full-time teachers.

By last year, inspectors found that attainment was rising, quality of work improving steadily, pupils gaining confidence, attendance up, and teaching almost always satisfactory and good in nearly half the lessons.

Conclusion: special measures no longer needed.

"The team of teachers I have was very dedicated and hard-working, and quite willing to put in changes quickly," he said.

But they are not resting on their laurels.

"We're fed up with the Golf, we want a Ferrari," Mr Adolphe said.

"If you want to go a bit faster you need to change cars and get something a bit more speedy. But in the meantime you've got to learn how to drive it, haven't you, otherwise you'll crash yourself."

And that involves taking what they can from recent educational research, particularly on how the brain functions and the different working styles of children - recognising that they learn differently, and tailoring lessons to suit.

"Everyone's got different strengths, it's a case of identifying those strengths."
