The State Department spokesman in Washington, James Rubin, has said he will leave his post in April.

Mr Rubin has been the longest-serving spokesman in President Clinton's administration, and a senior advisor to the Secretary of State, Madeleine Albright.

Mr Rubin is to move to London where his wife, the CNN correspondent Christiane Amanpour, is based.
