India strengthens Kashmir forces

India is to increase its already heavy security in Kashmir

The Indian Government has announced new measures to deal with what Home Minister LK Advani called Pakistan's undeclared war in Indian-administered Kashmir.

In the past few months, there has been a spate of attacks on the security forces demonstrating a revival of activity by militants fighting against Indian control of Kashmir.

India's reaction has been to intensify the already heavy security measures prevailing in the state.

At a meeting attended by top defence, intelligence and government officials the Home Minister, LK Advani, said that a heavy security blanket would be thrown over the entire state.

Where each district used to have one commander, now there will be at least four to five, and each one will have the authority to take whatever measures he feels are necessary to stamp out the militants.

There will be round-the-clock operations in each district and village defence committees will now be given more arms and new communications equipment.

And as for areas close to the border with Pakistani-administered Kashmir, the number of security personnel is to be doubled.

In addition to these stringent new security measures the government is also giving funds to the state government in Kashmir to help it improve roads, the power supply and employment.

Sources in Kashmir believe the responsibility for this new anti-insurgency campaign may lie more in the hands of the state governor, than with the chief minister of the state.
