Jibouti leader seeks backing over Somalia President Ismael Omar Guelleh of Jibouti has had talks in Kenya at the start of a regional tour aimed at garnering support for his peace plan for Somalia. He met the Kenyan president, Daniel arap Moi, at Nairobi international airport to discuss the Somali issue and other regional developments. Mr Guelleh is expected to go on to Ethiopia and Yemen for talks on his Somalia initiative, which he anounced at the United Nations last September. Unlike previous proposals, which depended on an accord among Somalia's rival warlords, Mr Guelleh wants local voluntary and civil groups, Islamic leaders and professionals to take the lead in shaping a new society, with international sanctions used to bring recalcitrant groups into line.
