Struggling Spurs have bought the Germany captain to score the goals that could save them from relegation.
The 33-year-old, who will wear the number 33 shirt, had expected to make his debut in the FA Cup third round in January.
Arsenal want a win to keep alive their championship hopes. Spurs need victory if they are to climb out of the bottom three.
Klinsmann, who scored 29 goals in 50 matches during his season at Tottenham three years ago, flew from his home in Genoa to meet up with his new team-mates just 24 hours before the Arsenal match kicks off.
He trained under Spurs' head coach, Christian Gross, for the first time before confirming: "I will play from the start against Arsenal.
"Originally I thought it would be a problem getting clearance and the transfer business done, so I thought I would probably play my first game against Fulham in the FA Cup.
"But Christian called me up and asked if there was any chance of me coming in
to start against Arsenal."
Klinsmann has signed a £1m contract to help Spurs out of their Premiership troubles.
He denied that the Spurs defeat at Villa Park had hastened his return to English football.
He said: "I haven't seen the game on video, so that had nothing to do with it. We took this decision two days ago."
