Gloucester city centre must attract new business if it is to secure badly-needed investment, a report says.
The study by Gloucester Heritage Urban Regeneration Company (URC) says the city lacks a personality and is in desperate need of a new wardrobe.
It recommends "dowdy" Gloucester needs a more distinctive shopping centre if it is to attract a boom.
The URC says one option could be to open a factory outlet at the Gloucester Quays site.
Currently, shoppers and retailers in the county are more likely to invest their money in Cheltenham, say the report.
Local politicians are being warned they need to take swift action to guarantee the future of the city's economy by encouraging people to shop there.
