Health managers in Worcestershire are working to develop a recovery plan to resolve the current cash crisis.
The NHS organisations in the county, which includes the Acute Hospitals Trust and the three primary care trusts have a collective debt of £15m.
Worcestershire West MP, Sir Michael Spicer, is calling for a commons debate on the issue.
He claims the central government bears some responsibility for the financial problems facing health trusts.
