Museveni has criticized the army for not protecting civilians
Uganda's army has said it is cracking down on soldiers who fail to protect civilians from rebel attacks.

Army spokesman Chris Magezi said an officer had been arrested on Friday immediately after an attack on a refugee camp in northern Uganda.

He said officers would not get away with "sloppy behaviour" in the future.

In Friday's attack, Lord's Resistance Army (LRA) rebels killed 12 civilians and burnt more than 100 thatched huts in the Lira-Palwo refugee camp.

The LRA is accused of massacring more than 200 civilians at a refugee camp near Lira last month - the worst atrocity in its 17-year insurgency.

President Yoweri Museveni blamed his commanders for the attack, saying they should have prevented it.

He said the army should have been in closer contact with the self-defence militia guarding the camp.
