Council tenants in Mansfield are being asked for their opinions on who looks after their homes.
Questionnaires are being delivered to 7,000 people who live in council housing in the Nottinghamshire town.
They are being sent out as the district council looks at upgrading the housing to include double-glazing and central heating by 2011, at a cost £58m.
Residents are being asked if they want their homes to stay council owned of be transferred to a housing association.
The surveys which need to be returned by September 3, are being sent out by an independent tenant advisor.
