The Zambezi river has broken its banks, flooding parts of Namibia's north-eastern Caprivi Strip region.
The Director General of Namibia's Emergency Management Unit, Gabiel Kangowa, said about 10 areas in the region had already been submerged.
He said plans were being made to evacuate villages and temporary shelters would be built to house them.
During flooding last year, 12,000 people were driven from their homes by the rising waters of the Zambezi.
A team of representatives from the World Food Programme, the United Nations children's fund, Unicef, the Ministry of Health and the Red Cross are expected to travel to the region to do a comprehensive assessment.
