An 18-year-old man from Paignton is in a stable condition with head injuries after a two-car collision.
The A380 between Torbay and Newton Abbot had to be closed for five hours in both directions at Kingskerswell because of the crash.
The accident happened just after 0700 GMT near the Hare and Hounds Pub.
It caused massive disruption and police officers had to put in place separate diversion routes for cars and heavy goods lorries.
