An Alderney resident says islanders should be able to play a greater part in the governing of the island.
Alan Brooks is calling for the creation of a working party to examine the use of referenda to give the electorate more power.
Mr Brooks, who lived in Switzerland for 25 years, said that country already operates a similar law which allows people to contribute to the running of the country.
He said the electorate should be able to propose the adoption or modification of any law, regulation or project.
Mr Brooks said referenda could then be used to determine the public's feelings on the issue.
He said: "It means that if people don't like something the Alderney States is doing they can call for a referendum to oppose it.
"It is not an easy process.
"It means the States and the people will have to do a bit of work."
