An economic strategy, with plans for a direct rail link to the heart of East Anglia from Europe, is being put forward on Tuesday.
The ambitious proposals could provide a direct link to the Eurostar from Norwich and are likely to give a boost to the economy of Norfolk and the nearby counties of Suffolk and Cambridgeshire.
The economic strategy, with clear targets to achieve by 2008, is being put forward by the Norwich Economy Round Table (NERT) - which is a partnership between local businesses and Norwich City Council.
The strategy will also include plans to boost tourism in Norwich and get the city into the top five UK centres for shopping.
'Value of partnership'
It also wants to increase opportunities for people wanting to learn new skills in the city.
Brian Watkins, executive member for enterprise on Norwich City Council, said: "The strategy shows the true value of partnership.
"It is the combined work of many partners, including businesses, academic organisations and local authorities."
Caroline Jarrold, chair of NERT and corporate affairs director of Jarrold and Sons, said the aim is to make sure Norwich's position is "recognised both nationally and internationally".
The detailed plans are to be put forward on Tuesday evening.
