Staff who have voted so far on Scottish Natural Heritage's switch to Inverness appear to be split on taking industrial action in opposition to the move.
Three-quarters of the 240 employees who are members of the PCS union have taken part in a ballot, which ends on Friday.
One third have said they would consider transferring from Edinburgh if the relocation package was enhanced.
The PCS has strongly criticised the Scottish Executive's decision to move the agency's HQ to Inverness.
