Two universities in Birmingham are considering a merger.
The University of Aston has been approached by the University of Central England about becoming a single institution.
A merger with Birmingham University has been ruled out.
At a meeting earlier this week the board of governors at the University of Central England decided to approach Aston University, which is based just outside the city centre.
UCE's Vice Chancellor, Doctor Peter Knight, says the merger could help develop a learning quarter in Birmingham.
Aston University says it will not comment on the plans until a meeting is held next week.
The University of Central England, in the Perry Barr area of the city, was formerly known as Birmingham Polytechnic.
It has nine faculties including the Birmingham Institute of Art and Design.
