She was questioned by officers at Folkestone Police Station and has been released on police bail.
Hotline for passengers
Officers are continuing their investigations, a police spokesman said.
The Romney, Hythe and Dymchurch Light Railway was closed for two days while inquiries were carried out.
Kent Police are keen to hear from anyone who was on the train at the time of the incident and has not yet come foward.
The steam engine and the front carriage derailed in the accident at the crossing in Burmarsh Road, which left Mr Crouch trapped in his cab.
He died at the scene and 20 of the train's passengers suffered minor injuries.
The 13-mile-long railway was established in 1927 and crosses roads in 11 different places.
