Steps are being taken to prevent further public disorder in Newark, following a bare knuckle fight.
Up to 1,000 people watched the event, which involved members of the town's travelling community.
No arrests were made during the incident a fortnight ago at Tolney Lane, but police say a detailed investigation is continuing into how the fight started and who organised it.
A report to Newark and Sherwood Council's cabinet says parts of the town became a "no go" area.
There is concern that shoppers and tourists could have been deterred by the gathering.
The cabinet is now considering how best to avoid a repetition of the incident.
It is understood that members of the travelling community have defended their right to stage a bare knuckle fight, saying it upheld the tradition of settling disputes within the community.
Meanwhile the Crown Prosecution Service is deciding whether any further action can be taken.
