Doncaster Rovers supporters have been criticised for a pitch invasion at the end of the club's Conference play-off final at the Britannia Stadium in Stoke-on-Trent.
Staffordshire Police said the club would be starting next season in Division Three with a "poor reputation" after hundreds of people swarmed on to the playing area on Saturday.
The pitch invasion came despite warnings from stewards and police.
More than 20 people were arrested for assault, public order and football-related offences.
Doncaster won the match 3-2 with a golden goal in extra time.
Staffordshire Police said the fans' behaviour spoiled an exciting occasion.
But officers commended the conduct of the fans of the losing team Dagenham and Redbridge, saying they behaved "impeccably" during and after the match.
