People convicted of offences in Jersey could be spared being sent to prison if the States introduces suspended sentences.
Politicians are discussing a proposal that will give people one last chance, though they could still be jailed if they reoffend.
Senator Christopher Lakeman, Vice-President of the Legislation Committee, said: "This isn't a case of going soft on offenders.
"It is trying to look at the rehabilitative part of sentencing and that if an offender can satisfy a court to a proper degree of proof that it is a one-off offence, they deserve that extra chance.
"Nevertheless there is that threat hanging over your head."
Suspended sentences were in force in Jersey for about 60 years until new probation laws were introduced in the 1930s.
