Coastguards are urging visitors to the seaside to take extra care over the Easter weekend.
More than 13,000 incidents were reported to coastguards around the UK in 2002, in which more than 300 people died.
The Coastguard has attributed the increase to more people visiting the coast and its new responsibilities in inland waterways.
The Coastguard in Merseyside has launched a Sea Smart 2003 campaign to raise public awareness of the dangers of the seaside.

In Lancashire, bathers have been warned about the dangers of powerful waves and changing seabeds in Morecambe Bay.
They are also urged to avoid the end of Stone Jetty which has areas of dangerous soft sand.
The Sea Smart campaign will see beach and sea safety messages promoted.
People who see anyone in trouble are advised to dial 999 and ask for the coastguard.
Holidaymakers are also urged to check the weather and tides, keep clear of cliff edges, and always tie inflatables to the shore.
