Hong Kong welfare reform proposals draw flak


Community groups and politicians in Hong Kong have criticised a government proposal to reform the welfare system.

The government's move proposes cuts inwelfare benefits and enforced community work for the able-bodied unemployed.

It's been ordered after a sharpe rise in the welfare bill in recent years.

Opponents of the changes say current welfare payments only meet basic needs and enforced community work could be seen as social punishment.
