In an address to the Calcutta Chamber of Commerce, the minister, Yashwant Sinha, said the federal government and state administrations would have to stop borrowing at random in order to bring down India's debt, which currently costs the country more than one-hundred billion dollars seven thousand five hundred billion rupees each year.
