All goods entering or leaving a fifteen-block zone are to be inspected. The emergency measures follow an explosion on Monday in a clandestine fireworks factory, which killed seven people. A correspondent for the BBC in Lima says the explosion has provoked widespread concern in the city, which is home to many similar factories.
