The European Union says relations with Cuba won't grow stronger unless it improves its human rights record.

European Union foreign ministers meeting in Brussels said they want to help Cuba become more democratic but that Havana has shown no interest in that.

The ministers reaffirmed their wish to help open up the Cuban economy but said that will only be possible if the situation improves as far as fundamental freedoms are concerned.
