The Kurdish separatist leader, Abdullah Ocalan, has said he is prepared to be tried by an international court only if the tribunal decides who is responsible for the conflict between his organisation, the PKK, and Turkey.
Thousands of people have died during the conflict.
Ankara blames the PKK for the deaths and has demanded Mr Ocalan -- currently under house arrest in Italy -- should stand trial in Turkey.
Italy suggested trying Mr Ocalan at an international court because its constitution does not allow for suspects to be sent to a country -- like Turkey -- which has the death penalty.
