The European Union Tax Commissioner, Mario Monti, has rejected calls to drop plans to scrap duty-free sales within the E-U next year.
Mr Monti said duty-free sales were a form of tax wich subsidised drinkers and smokers at the expense of those who abstained.
Britain, France and Germany have signalled they want the plan dropped, because of concerns about job losses and higher costs for travellers.
