A conference on the reconstruction of Croatia has failed to produce major new funds for the country.
Croatia says it needs several billion dollars to rebuild the infrastructure ravaged by the 1991-1995 war.
But the conference, held in Zagreb, only produced aid pledges from western governments worth less than a tenth of that amount.
The governments have criticised Croatia for a lack of progress in returning refugees to their homes.
There has also been concern over the slow pace of reconciliation between the country's Croats and Serbs.
