The lower house of the Russian Parliament, the State Duma, has urged the Moscow authorities to restore the statue of the founder of the Soviet secret police, Feliks Dzerzhinsky, to its original site in Lubyanka Square.
The statue was removed after the failure of the 1991 Communist coup attempt.
The city authorities have not commented on the vote, which is not binding on them.
The Duma also rejected a proposal by the liberal Yabloko faction to stop state funding for Lenin's mausoleum in Red Square.
