The German Foreign minister, Joschka Fischer, has said any enlargement of the European Union is unthinkable without a reduction in Germany's contribution toEU funds.
Mr Fischer said the EU now needed to impose spending limits worthy of the name -- citing farm subsidies as a major target for cutbacks.
But the Spanish prime minister, Jose-Maria Aznar, today rejected a number of proposals for freezing EU spending as completely unacceptable.
