Venezuela is at the centre of a row likely to dominate a meeting of the oil-exporting countries OPECwhich starts today in Vienna.
OPEC members, including Venezuela, agreed in June to cut production by two-point-six-million barrels in an attempt to revive oil prices.
But crude oil prices are now at their lowest level for twelve years, and Venezuela and Iran are being accused by other countries in the oil cartel of not respecting the quotas agreed to.
