Ministers from OPEC countries are gathering for a meeting in Vienna, with oil prices at a twelve year low.
In June, OPEC tried to deal with the glut in the oil market by cutting production by one-tenth.
But the price failed to pick up.
Reports say a minority of OPEC nations now want to make even deeper cuts in supply.
Correspondents say there is likely to be wrangling, as members accuse each other of cheating on the cuts they agreed to in June.
National revenues for OPEC nations have fallen by thirty to forty per cent compared to a year ago.
