North Korea has denied reports that it is building an underground nuclear facility and has denounced the charges as a smear campaign manufactured by the United States and South Korea.

North Korea's official news agency said tension had been increased deliberately to coincide with President's Clinton's visit to South Korea at the weekend.

The United States has demanded access to what it calls a suspicious underground site near North Korea's frozen nuclear reactor.
