Britain concerned at speed of OSCE deployment in Kosovo


British officals say they are disappointed that the international monitoring mission in Kosovo has not been deployed more quickly.

They say it's being delayed by major logistical problems, including a lack of accomodation and the re-appearance of guerrillas from the Kosovo Liberation Army.

They said the Americans had taken all the hotel rooms in Kosovo, and stressed that the ceasefire had to be observed by both sides.

As part of last month's agreement between President Milosevic and the American envoy, Richard Holbrooke, the Organisation for Security and Cooperation in Europe is to send two-thousand monitors to verify the ceasefire and the withdrawal of Belgrade's security forces from Kosovo.

The British officials say they hope the mission will begin to function later this month.
