European Union veterinary experts have recommended that the ban on British beef exports should be lifted.
The ban was imposed two-and-a-half years ago because of the prevalence of mad cow disease, or BSE and the fear it could cause a similar disease in humans Creutzfeldt-Jakob Disease.
In a vote, at a meeting in Brussels, eight of the fifteen members voted for the ban to be lifted, two abstained and five voted against Germany, France, Spain, Italy and Austria.
The recommendation will be put to EU agriculture ministers meeting later this month.
