Commons

Questions to Secretary of State for Scotland Donald Dewar.

Questions to the Lord Chancellor's Department.

Chancellor Gordon Brown delivers his pre-budget statement.

MPs will debate a Ten-Minute Rule Bill introduced by Conservative Eleanor Laing on the conduct of referendums. The debate is expected to refer to recommendations from the Committee on Standards in Public Life that governments should remain neutral in referendums.

The Commons will also debate the mis-selling of personal pensions.

Committees

The foreign affairs select committee hears evidence on Sierra Leone from Tim Spicer of Sandline International, and British High Commissioner Peter Penfold.

Lords

The Lords debates for a fourth day the report stage of the Scotland Bill.

This will include debate on an amendment to allow the new Scottish Parliament to have power over health policy in Scotland - including abortion law.


Non-Parliamentary

Foreign Secretary Robin Cook, Education Secretary David Blunkett and European transport commissioner Neil Kinnock address the final day of the CBI conference in Birmingham.
