Palestinians for the most part have reacted negatively

President Bush has spoken - and all parties to the Middle East conflict are today mulling over the consequences.

All the parties to the Middle East conflict are considering the implications of President Bush's new plan -- Downing Street has pointedly refused to back the demand for the Palestinians to get rid of Yasser Arafat. A veteran Israeli peace negotiator tells us the plan will not work.

According to Shlomo Ben Ami, the Palestinian Authority's Arab neighbours are hardly likely to back radical democratisation for a fledgling Palestinian state when they offer their own people nothing of the sort.
