Iraq's statement in full

The following is the text of the statement by Iraq's Revolution Command Council and the ruling Baath Party, suspending all cooperation with UN arms inspectors. The statement was broadcast by Iraqi radio:


Iraqi radio: "Iraq has decided to stop all forms of co-operation" (in Arabic)
Iraq has dealt with the Security Council resolutions since their adoption and until now and was committed to the relevant resolutions, although they are unjust and tyrannical resolutions and although they are unprecedented in the history of international relations, hoping that Iraq's dealing, with all the bitterness and sacrifices it includes, would lead to the lifting of the unjust siege imposed on our great people.

'Iraq has shown flexibility'

However, this bitter experience that lasted for eight years proved that the United States and its agents and accomplices are the ones who dominate the issues that are related to this subject and are steering things with the clear objective of harming Iraq and the Arab nation in contradiction with the resolutions they adopted at the well-known circumstances and in contradiction with international law.

Iraq has shown much flexibility and patience and dealt diplomatically with all attempts and contacts that used to say that it is possible to lead to the lifting of the unjust siege.

Butler 'played dirty'

However, the siege was not lifted. This year's incidents exposed two additional dangerous facts.

The first was the US lies concerning the presidential sites, which almost lead to a destructive war.

When the reality was revealed to the whole world, the United States was not brought to account for its lies and no measure was made towards lifting the siege.

The second was the dirty game played by the UN Special Commission and its chairman in coordination with the United States on the allegations concerning the VX.

When the truth was revealed by the neutral laboratories in France and Switzerland, the Unscom chairman did not admit the reality, but asked Iraq to provide what he called more clarifications with the aim of further procrastinating, delaying and distorting facts.

No deterrent measures were taken against Butler, which should have been taken as a result of his lying and his toying with facts.

Call to sack Butler

Based on these clear facts and the lack of hope concerning the lifting of the siege through a traditional manner, and in the light of what has taken place at the Security Council recently, represented in overt pressure by the United States to deny Iraq its right to have its achievements in the field of implementation of Security Council resolutions made known, especially concerning Section C of Resolution 687, which should lead to a start in the lifting of the sanctions;

Based on the fact that the Unscom and its chairman - who are instruments in US hands - intend to harm Iraq, spy on it, and fabricate lies, pretexts, and crises to perpetuate the siege and until the Security Council makes a positive and honest look to Iraq's firm right to the lifting of the unjust siege;

and until the decisive measures of sacking Unscom chairman Butler and restructuring the Unscom in a manner that makes it a neutral and professional international establishment away from espionage, deliberate harm, and agentry to the United States

Iraq has decided to stop all forms of cooperation with Unscom and its chairman and to stop all its activities inside Iraq, including monitoring, as from today.

A spokesman for the meeting stated that this decision does not cover the International Atomic Energy Agency .

The IAEA can continue its monitoring activity on the basis of the leadership's decision on 5 August 1998, provided this activity is completely independent from Unscom activities.
