The Russian Emergencies Ministry says a criminal investigation is under way in the far-eastern city of Khabarovsk, into an incident at a level-crossing in which twenty-two people were killed.

Reports say the people who died were passengers on a bus which was torn apart by three runaway rail wagons loaded with concrete.

A further twenty-six people were hurt.
