A delegation from the International Monetary Fund is in Romania for talks on resuming loans to the country.
Romania is seen as one of the worst-performing economies in the region, and lending to the country was suspended earlier this year.
The BBC Economics Correspondent says the IMF will only resume lending if the Romanian government presents a clear reform programme.
The government blames the problems on the huge losses incurred by state-owned industries and has promised to address the issue in next year's budget.
