Mental chains
	Conditions in mental hospitals in India can be extremely harsh, with dozens of patients chained to posts in crowded rooms. As well as being inhumane, the practice is extremely dangerous - earlier this week a building housing the mentally ill burnt down, killing half the residents who were unable to escape their chains. The BBC's Jill McGivering reports.
