Childcare places for poor areas
	The government's pledge to extend childcare to cover one point six million places in England by 2004 appears to be on target, according to the latest figures. Since 1997 places for 700,000 children have been created. But pressure groups say many children only receive a few hours care a day and that it is still too expensive.
