US blocks small arms controls
	Representatives from nearly 190 countries are in New York for a United Nations conference aimed at cracking down on the illegal trade in small arms. The trade is worth some three quarters of a billion pounds every year, with more than five hundred million weapons - such as pistols, rifles and machine guns - available on black markets.
