The South Korean Government has accused Japan of duplicity for refusing to revise history textbooks that have offended Japan's Asian neighbours.
Critics say the eight middle-school history books, approved by Japan in April, whitewash crimes committed by Japan during its occupation of the Korean peninsula from 1910-1945.
